Large producers must report if packaging is classed as ‘household’ or ‘commonly ending up in public bins’, as these categories incur waste management fees to cover local authority collection and sortation costs. This is in addition to PRN/PeRN obligations that fund recycling, therefore meeting the full net cost of dealing with packaging waste.
