
Understand the nation of sale data requirement
Introduction
A key part of packaging EPR is annual nation of sale reporting, which is separate from the main small and large producer requirements. It broadly applies to any business supplying packaging to an end user and requires you to report which UK nation the packaging is supplied to.
This article explains what nation data is, who it applies to, and what you need to do.
What is nation of sale data?
Nation of sale data is an annual reporting requirement under packaging EPR. If you meet the small or large producer criteria, you must report which UK nation (England, Scotland, Wales, or Northern Ireland) your packaging is supplied in, in addition to standard EPR data.
Nation of sale data applies to any packaging supplied to a final user — business or household — including sold, hired, loaned, gifted, imported and immediately discarded packaging, and empty packaging supplied to producers under the de minimis threshold.
The data supports devolved recycling targets, helping each UK nation assess packaging waste levels against its own recycling goals.
When does nation of sale data apply?
Nation of sale data applies if your annual turnover exceeds £1 million, you handle or supply more than 25 tonnes of packaging in a calendar year, and you carry out one or more of the following activities:
- Supply filled or empty packaging directly to consumers or business end-users in the UK
- Supply empty packaging to UK organisations that are not legally obligated under the packaging EPR regulations
