
Introduction
As an obligated large packaging producer you will have a Packaging waste Recovery Note (PRN) obligation, based on the amount of packaging you have placed on the market. This article explains what a PRN is and how the obligation works.
What is a PRN?
A PRN is an electronic certificate confirming that one tonne of a specific post-consumer packaging material has been recycled in the UK, issued only by accredited UK reprocessors. A PERN (Packaging waste Export Recovery Note) meanwhile, provides proof that packaging material has been exported for recycling by accredited UK exporters.
Material specific PRNs and PERNs are issued per packaging material, including glass, plastic, aluminium, steel, paper/board and wood.
When you report the packaging you place on the UK market, the regulator calculates your material‑specific PRN obligation, which must be met by purchasing the appropriate number of PRNs or PERNs. As your compliance scheme, we handle this obligation for you and invoice you the associated costs.
How is my PRN obligation is calculated?
Your PRN obligation is calculated by multiplying the weight of packaging you have placed on the market (POM) and are obligated for, by a government material-specific recycling target:
