What is packaging EPR?

EPR is a policy tool to reduce the environmental impact of packaging. It aims to hold producers accountable for their packaging throughout its whole life cycle.

There is a legal requirement for all obligated producers to report detailed data on the packaging they handle and supply in the UK.

Large producers must also cover the cost of collecting and recycling their packaging. This encourages the use of minimised, easier-to-recycle and reusable packaging. The EPR costs for any given piece of packaging always sit with a single organisation, usually the brand owner.

EPR costs in the future will become modulated as well, to encourage the use of easier-to-recycle packaging materials and formats.

Who is impacted?

Your organisation is likely obligated for packaging EPR if you meet the threshold below. Your required actions will depend on your activities and business size.

Are you obligated?

Your organisation is likely classed as an obligated producer under the UK packaging EPR regulations if you:

Have a business, subsidiary or group with a UK presence
AND have a UK annual turnover of £1m or more
AND are responsible for more than 25 tonnes of packaging per year

What do you need to do?

If obligated, you must collect and report detailed data to government about all the packaging you handle or supply.

You may also have financial obligations if you are classed as a large producer. This applies if you:

Have an annual turnover of £2m or more
AND are responsible for more than 50 tonnes of packaging per year
